The year 2016 has been a big one in the way of development in the city of Hays.
In January, the Hays City Commission discussed revisions to its Economic Development Policy — revisions that began approximately six months prior.
These revisions defined the role the Ellis County Coalition for Economic Development would play in vetting and organizing proposals.
